I have found that they take longer than a year, but I'm relying on my
memory for that (which at times can be faulty <grin>).  

In my garden, the first year after planting, they send up a small (12" or
so) stalk that is thin and has few leaves.  The second year, I may get a
bloom or two if the seasonal weather cooperates (Wisconsin).  The third
year I have a 4 foot (or higher) stalk with many blooms.  

They seem to thrive on neglect in my garden.  On the west side of my
home, I currently have a 7 foot high tiger lily.  It gets all-afternoon
sun and virtually no water (unless I remember to turn on the soaker hose
- which isn't very often), as it is under a roof overhang.  I have
grabbed as many as I can from my lilies to take with me to the new house
in two weeks.  I'll have to live without them for a few years, but they
sure are wonderful when they bloom!
