Although it might be different for a specific species, genera-ly speaking
(sorry, taxonomist pun) Spiraea is pollinated by short-tongued insects
like honeybees.
That doesn't mean that flies don't also pollinate them, though.. In fact,
as a whole the genus Rosaceae is commonly pollinated by flies when there
are unspecialized flowers...
So I'd say that they probably are a contributing factor, and other
neighboring plants in the rose family could also be part of the problem.
