Which "plumbago?"  True plumbago (Plumbago spp.) are tropical and sub-tropical
perennials often sold "as annuals" or as houseplants for full-sun situations.
The one most commonly sold has light blue flowers which cover it throughout the
growing season.

False plumbago (Ceratostigma plumbagoides) is a winter-hardy -- to at least
Zone 5 -- perennial which probably does best in partial sun but is quite
adaptable, doing well in anything from full sun to full shade.  This plant, a
semi-woody groundcover, somewhat resembles the woodland phloxes, but the
flowers are dark blue and appear in mid to late summer.

Both genera also share the common name "leadwort" which doesn't help to clarify
things.  :-(
