The white foam is produced by the spittle bug - if you're not squeamish you
can find it under the foam. I've really not noticed that these bugs do too
much damage, but they are sucking insects, so.... I guess you could spray
insecticide or better yet, hose them off. (if you can stand putting more
water on the garden - like Pat Mitchell, we've had so much rain that a hose
is the last thing I need right now!)
