TC stands for 'Tissue Culture'.  Yes, you can do it at home, from
what I've read, but it does require sterile lab type conditions -
petri dishes, agar, etc.

TC is being used more and more now to propagate difficult to
otherwise propagate quickly in quantity species of plants - hosta
come to mind as a prime example.  All the lovelies shown on the Terra
Nova site are TC propagated and end up at your friendly local and
mailorder nurseries.
