You need to plant tree peonies deeper than you do herbaceous
peonies. They also take more time to mature enough to bloom well. I
wouldn't suggest pruning. But if the herbaceous graft sends up shoots, cut
those off at ground level and add more soil at the base of the plant. They
do like rich organic soil and some protection from full sun and wind in
winter, so choose the location well for new ones.
I have ten of them, most are under six years old (except for a few
that were transplanted six years ago from another garden I had) and they all
bloom pretty well. This year it was hot early in IL, however, and the
blooms didn't last very well. But they are still a spectacular shrub to say
the least.

I hope someone does reply - my tree peony is bushy & leafy but doesn't
bloom - have tried everything I can think of. Isn't there a method of
cutting down shrubs called stooling that is supposed to generate new
growth? Has to be done early in the spring, I think...
