I am taking another guess here but moving or planting oriental poppies is 
traditionally done in the end of August or early September when no longer 
completely dormant.  When you buy a potted plant in spring you have no idea 
how long it has been in the pot so what you describe could be a plant going 
into dormancy immediately.  Mark the spot.  It may return looking good in the 
fall.
