What about Aurinia saxatilis (Basket-of-gold?) Grow to about 12" high, has
evergreen silvery leaves, tolerates drought, and is covered with
golden-yellow blooms in late spring. Hardy to zone 4.
There are cultivars available with tighter habits and clearer yellow blooms.
