Lavatera pruning question

Hi,
I was asked this question, but not ever having grown Lavatera myself, was not
sure how to answer.
The question is specifically about Lavatera "Barnsley" and their proper
"pruning"...she said she saw it at the New York Botanical Garden and it was
cut back to 3-4" above ground.
I'm thinking she probably saw it early in the year when indeed it had just
been cut back to the ground post-winter, pre-new spring growth...or is
Lavatera different somehow??
