Hi Greg,

If your balloon flowers are the ones I have, Japanese type, they do not like
to be disturbed due to the large tap root. Even so, I have successfully
moved them from place to place at one time or another. It is much easier to
propagate these, in my humble opinion, from seed easily collected every year
in the fall. I have lots of new plants all over my new beds raised from
seed in white, pink or blue.

Can't help you with the virginia bluebells, but I'm sure somebody else wil
be able to help.

Hope this helps!
