I don't know what kind of peonies you have, but you do realize that not all
varieties bloom the same.  Most peonies you see are very common varieties
that are sold at your local K-Marts and understocked nurseries, that try to
sell a variety with "curb appeal", i.e., something that blooms like the
dickens.  Not all peonies are bred for the number of flowers they bear, but
some are bred for the quality of the flowers, fragrance, short stems, etc.
I've consulted my Khelm Nursery (sp?) catalog in the past (they specialize
in peony cultivation/breeding) and not all of the varieties they grow are
expected to bloom their heads off.

Having said that, I would then have to ask if they are in a location that
has full sun.  If so, then are your bushes rather large in comparison to
those that you see in your neighborhood?  You might try dividing them to
see if that would rejuvenate them.  When you replant, incorporate a lot of
good humus/compost and don't expect it to start blooming again until the
second season.

If you are getting at least some blooms, you can assume that you have
planted them at the proper depth.  I seem to recall that it's either all or
nothing with these plants, at least in my experience.
