Invasion of the Lilacs

I have a problem that I hope you can help me with. There is a fence
between my yard and that of my next door neighbor. On my side of the
fence is my perennial garden. On his side of the fence are lilacs.
The problem is that the roots of the lilacs have come over into my
flower beds and are sending out shoots all over the place. It's
impossible to just yank them out..they seem to be rooted in concrete.
I tried cutting all the little shoots back to the ground but they just
reappear again. I figure I have two alternatives. If I wait until
fall when my garden dies back I can attack them with a hatchet or
something and try to seriously cut them away. This would be a
horrendous job. The second alternative would be to use a vegetation
killer on them. I don't know if this would work but I certainly
wouldn't want to kill his lilacs. I just don't want them coming up in
my garden. Does anyone have any suggestions? This is really getting
to be a problem.
