Use the hatchet. I cannot think of any other means, aside from
installing a barrier (vertically installed underground) after the
hatchet job.
My Mum used an herbicide to keep grass from growing on the alleyway.
They had dug up all the grass at the edge and replaced it with crushed
rock. They used a commercial herbicide from an un-named City Of ***,
which was used by the City and was requisitioned by un-named employee.
The herbicide leached all along the alleyway, killing peonies, clematis,
climbing roses, lilies and half the very well maintained apple tree that
my grandmother planted years ago when she bought the house. This garden
could have been in a magazine, it was so well taken care of and
planned. BUT- the herbicide also travelled under the alleyway and
killed THREE very old, very well maintained fruit trees in the neighbors
yard....one was about 30 feet from the alley.
So, lest your neighbor hunt you down in a dark alley, arm yourself with
the hatchet.
