Jeanne, not all phlomis have yellow flowers. Mine is pinkish-purple. But
that is definitely not what you have from the description of the flowers and
buds. I'm at a loss now. The only thing that comes close is Platycodon, but
I don't think it's as tall as you described earlier and the bud is more round
than oval. When you do find out what you've got, maybe from someone local
who can look at the plant, do please let us know.
