I think I would suspect that this particular peony had a virus since it is
happening again - and I think that your best bet would be to completely remove
it and perhaps the contingent soil - replace the soil with clean soil and buy a
new peony. If it is some kind of disease, it may spread to your other peonies.
This is just a guess.
