We have had no problems growing Pascalli in zone 5,Southwestern Michigan.
You also stated that the rose has been in your garden four years and all
your other roses are growing fine which leads us to believe maybe there
is just a problem with this plant. While there definitely are some
things which can be done to correct the problem some times it is best
just to eliminate the plant. If you really like Pascalli start over and
buy another one. There is nothing wrong with this and we have found it
is often the best and most economical solution. I know this can be hard
to do at times but it also can be nature's way of telling us about
survival of the fitest.
