Depending on the mulch you use, you still might need to cultivate. If you
use a bark mulch, these need to be cultivated periodically, otherwise they
form a solid mass that weeds cannot penetrate, but neither can rain. I
break my mulch up a couple of times a year with a triangular hoe-type tool,
or in large areas with my Mantis. It rejuvenates the entire garden and
looks great again.
