Yes, I agree especially if this is shredded wood which mats. In the old
perennial gardens in Europe there is the view that forking or spading 
does help reviralize the plant, as it areates as well as root prunes.
But I think that if we prepare the soil of the bed very well then this
is not perhaps as necessary. then again, this means that we have to be
especially careful in regrads to compaction. Nothing heavy should ever 
go across the bed, even a lot of walking directly on the bed should be
avoided.
