To tell ya the truth, I *buy* them (our trees are too precious to chip)
and don't have any CLUE about "freshness" or "decomposition".... burning
I always associated with high nitrogen content; in fact, wood chips
unless, like, straight from the tree and green vs. brown will start
taking up SOME nitrogen from the soil rather than contributing any.
