If you can't find a local nursery, try a small one, then you need to put on
that creative thinking cap and devise other containers for your plants.
Paper or styrofoam cups would work for individual plants.  Egg cartons would
hold small ones.  I go to the salad bar a lot and buy just a little salad
and then hoard the containers.  Plastic cake holders are wonderful for
cuttings, especially the ones with clear lids.  I even leave the plants in
there after rooting.  Watch them carefully, though, you don't want to
encourage diseases.  It's a good idea to open them periodically so they can
get some fresh air.

If you have kids who drink a lot of mild, cut those plastic milk jugs down.
They will hold a good number of seedlings, depending on the plant.  Most
people encourage cutting holes for drainage, but I don't bother.  I only
surface spray lightly dampened growing medium.  Keep a close eye on things
and you should be okay.

Look around you with the specific purpose of finding containers.  Sometimes
you will see things in a different way if you have a purpose in mind.

For next year, ask your friends to save their blister packs for you.

Where are you located anyway?  Sometimes you can buy from nursery supply
houses.
