For a cool, natural combo, try clumps of shorter grasses and some grey
foliage such as artemesia.  Lavendar or white alyssum as an edging would
probably self-seed in your climate.

For a brighter mix, rudbeckia Golsturm and some yellow or orange
daylilies, along with a pot or two of bright petunias or geraniums might
work.

Orange butterfly weed would pick up the orange tones of the cones in the
coneflower, and blue grey grasses such as a tough fescue could be used
in front.
