When to start cold frame

I'm going to use a cold frame for the first time this Spring. It isn't
installed yet, and I'm waiting impatiently for the snow to leave & the ground
to thaw. (We just got 15 cm of snow with another 5 due tomorrow - not as bad
as Calgary, the poor dears).
I'd like an idea of when I should start bringing my seedlings out to the cold
frame. I'm assuming my hardy perennials should go out earlier than tender
annuals and veggies. I'm planning to buy a heating cable but haven't done so
yet.
Last frost date is traditionally around May 24th in Ottawa. Tomatos are
usually planted out the first week of June.
Any words of wisdom would be appreciated.
