Sheila,
Here just outside of Montreal, I have two buddleias coming through their
second winter. They are planted outside, not particularly sheltered (in
fact, one of them is in a wide open area) and do well for us anyways.
We have them in beds mulched with bark, and in the fall, we also mulch
heavily around their bases with leaves. Perhaps you could at least try to
keep one outside and see how it fairs in your area - it might surprise you.
