We just dig up the runners , clip to managable size, stck in some growing 
medium and without much attention we have new plants.  We are sure there 
is a best time to do this but we just do it at will without any apparent 
ill effects.

Even our hard pack clay does not stop this plant in our area but we 
purposely put it in an area where it can grow at will.  Glad to hear your 
clay seems to contain it
