That's typical with a lot of perennials, especially the long-lived ones.  They
spend that first year growing a strong root system and don't waste energy on
flowers.  You'll now have this peony for the rest of your life -- unless, of
course, you dig it up or build a patio on top of it. ;-)

The only advice I would have about peonies would be to plant something mid- to
late-summer blooming nearby because peonies finish blooming early and then for
the rest of the year you just have the bush of foliage.  At least it's not ugly,
yellowing foliage like tulips but, still, there's a lot of non-flowering space
to have to look at.  I like to combine peonies with true lilies because the
lilies continue the flower show throughout the season when the peonies stop --
by mixing Asiatics and Orientals you can have lilies in bloom from June to
September -- and the peony foliage helps hide the rather unattractive lily
stems.
