Phlox Paniculata

Hello all, I have benn lurking on this list for a couple of years and thought
I'd come out of the closet so to speak, to see if any of you can provide some
wisdom regurding my Phlox dilema. I garden in the Napa Valley of Northern
Calif., USDA zone 9 (most years) Sunset zone 14.3 years ago I renovated a
border and planted a couple of Phlox Paniculata from 4 inch pots. They
bloomed the first year and have not bloomed since. Every year I swear that I
am going to pull them out:; every year I end up saying "Okay, I'll give you
one more chance.!" They are in a bed with Aster frikarti, pupple coneflower,
Oriental lilies, Salvia Gregii ,all of which perform great. The phlox plants
look fantastic-lush, green, no mildew. I would suspect too much nitrogen but
I rarely fertilize, and when I do I use MAXSEA 16-16-16. Any ideas ? Are my
plants lemons?
