This is just awful! Perhaps you could also have your gardener describe the
plants and sizes and growth rates of the hedge you would be installing if he
were to push it to that point.

Remember that the new plants would only have small root zones and would take
water to establish and more involvement by the neighbor to get the hedge
right this time. The existing hedge has 20 year old roots (or whatever age
they are) and will therefore have that much energy to push new growth. They
are to the point where they are nearly maintenance free (only needs to be
trimmed every few years most likely) and take much less water than a new
hedge would. Here in the west that is a big deal this year.

Sorry for the length of this post. Good luck and I agree that you should not
have to replace the hedge because it is in no one's interest to do so.
