Mea, as far as I know, you can bring in about a dozen plants from a
trip abroad *if* they are permitted - no CITES registered, etc.. All
soil has to be removed from the roots. USDA is dippy about
permitting woody plants to enter, so don't even try it. Perennials
and bulbs are generally no problem.
APHIS has all the info. online:

tells in general about bringing plants into the country.

takes you through applying for a permit, if you're interested in more
than a few for personal use.
Think these pages should give you phone numbers to call and find out
what you need to do.
