Need perennials for western exposure

Hi:
I am doing my first job as a new landscape designer. My
first client is presenting me with quite a challenge. She
wants a garden site that has a western exposure but gets
flooded periodically in rain storms. The soil is heavy
clay. Might there be any hope of finding a plant that would
thrive in this wicked situation?
I can handle dry clay, shade, etc. This is a new situation
to me and no one but God can predict how often this garden
would be completely flooded throughout the year!
