Hi Diana - this is a late reply, but in case it's helpful:

You don't say how much the site dries out between flooding. If it's
pretty bone dry in the summer and flooded (& frozen) in the winter, you
really have a challenge and I would go with the daylily/hosta
combinations -- would probably still need some irrigation in summer. 
Have you considered raising the garden bed area to alleviate at least
some of the flooding problems?  If this is possible, that would expand
your choices considerably.  Other tough plants might include rugosa
roses, siberian iris, sedum (Autumn Joy), some geranium species &
hybrids, and some tough prairie grasses.  Good luck.
