Oriental Poppies problem


I have a low lying cutting garden which is under water for a few days
every 3 or 4 years when the creek floods.  In the past it has left a
muddy look to the many plants prospering there (mostly perennials) but
has really damaged nothing.

This year my beautiful, bushy, not-quite-yet-in-bud oriental poppies are
withering and dying.  The flooding occurred last week, there was 1 inch
of visible standing water for about 1 day and the ground remains
sodden..

Do you think this was what done-in the poppies?  Do you think they will
return next year?  Is there anything I should be doing at this late
date?  Is there anything I should have done?

All advice will be appreciated.
