It depends on the amount of peat you use in your formula.  Some of mine from
last summer  just chipped off.  It was random so I do not know why but the
more Portland cement used would be better.  You are a lot colder than I am
here in Tennessee.
Donna is right.  You will need good drainage but small pebbles could help
drain your mountainette.  Would a mountainette be a small mountain?
