Sharon,
If you have just had the rainfall we had this morning in Z. 6, I would
definitely wait. Good way to tell if the soil is too wet is to take a
handful and close your fingers around it. If it makes a mud "snowball", it
is definitely too wet. If, however, it falls apart readily, go for it!
Stepping stones in the garden are a good idea. Gives you a firm place to
tiptoe through the tulips.
