Aphids

I've got a lot of aphids in my garden this year, probably due to an extra
mild winter. I've got green ones on just about everything, but little
white ones (could be something else) on my lilies and iris. The problem
I'm having is that it has been raining off and on for so long I haven't had
the chance to spray anything for fear it would wash off. The good news is
that when it rains, the aphids hide; however, they come right back out when
it stops.
Two questions: what are the little white bugs (they look like aphids, but
are more slender like little grains of rice)? What can I do to eradicate
both of these pests that is effective despite all of the rain? I would use
Sevin, but would probably spend a great deal of time reapplying it!
