The reason they "can do this" is that noxious weeds do not stay on the
person's property where they grow. They can infect large areas with harmful
plants. I, for one, am glad they are working to protect us.

Anyone who would want to try to get a court to stop the state would spend
thousands of dollars for the right to grow harmful plants and would most
likely be unsuccessful.
