Hello fellow Wisconsinite!! I have noticed, upon planting or dividing
peonies, that it takes about two years for them to bloom. Not always . .
. but sort of average. I planted a beauty two years ago and last year it
got fabulous foliage and no flowers. This year the buds are as big as my
hand.
The other thing I've noticed (from my experience, not any scientific
method), is if they are planted too deep, they won't bloom at all. I've
never seen a reasonable explanation, just noticed it after a few years of
a peony not blooming, or when a more experienced gardener looked at it
and said gruffly . .. . *too deep, bring it up.* That did it.
I'm always surprised that anything at all grows in our Wisconsin clay.
Makes for interesting gardening.
Good luck.
