Barb,

This is normal for the large allium.  The leaves start to turn brown,
starting at the tips, and then the bulbs will bloom.   After blooming, the
foliage will wither away to nothing and then you'll be left with a bare
spot for the summer.   At least this is what happens to me every year; I
still grow them despite this flaw in their character.

If you'll notice in the catalogs, they never show the foliage of the larger
allium when in bloom. It always looks crappy.
