Veronica pinnata "Sunny Border Blue"



has not made me happy!  I have planted 3-4 plants each year the last three
years and this year was the first *any* have come back...and the survivor
is about 3" tall :(.  

They are planted in well-amended soil (with about 40% Back to Earth
compost), on the west side against a very short rock wall.  I water every
7-10 days with a soaker hose.

Another garden I know well has huge, happy specimens and we have discussed
why there would be a difference, but have come up blank--does anyone have
any ideas?
