Uh, Bob, I don't think so. That's not how they're run - at least not
NARGS exchange, which has to be one of the largest. Individuals send
their seed to the US to the seed "clearing house" (i.e. chapter that
does the receiving). According to the current law, each individual
donator would need to obtain a phyto certificate to send their
collected seed TO the exchange clearing house which distributes seed
to the membership. Sending seed FROM this country does not require a
phyto...I know Australia and New Zealand have stringent laws that
require something for seed that is permitted entry, but do not think
it is a phyto certificate. Think Gene Bush ran into the Oz block
recently?
NARGS opinion, posted on Alpine-L, is that the requirement would put
a serious dent into the exchange as it would affect approximately 50%
of the donations. This is an exchange that lists over 4,000
varieties of seed each year from more than 500 donors from around the
world; many simply unobtainable in the market place because of their
non-commercial nature...the plants are alpines or too difficult to
germinate for the average gardener; rare in cultivation or otherwise
not considered profitable.
For those unfamiliar with NARGS or the exchange, this link takes you
to the exchange page, from which you can view the last year's seed
list and see other information about the exchange. I wager that
there a quite a few people who are members of NARGS (North American
Rock Garden Society) who don't have rock gardens, but belong
primarily for the seed exchange....I am one such person.
