If you have clay and you plant bulbs in top soil that's lighter than the
clay, the bulbs will rot.  I'd suggest amending as large an area as you
can stand by tilling in compost and other organic matter (yes, it's hard
with rock, but if we can do it here, you can too -- we've rock inches
from the surface).  By adding the compost you're raising the beds anyway
and giving yourself more rock-free depth.  Then plant -- a bit higher
maybe than normal, for good drainage, and cross thy fingers.
