Merlene,
How about replacing the Oleander with a Wax Myrtle (Myrica cerifera), Tea
Olive (Osmanthus), Butterfly bush (Buddleia) or a Loquat. All of these are
evergreen with the exception of the butterfly bush and they all have fragrant
flowers,berries or leaves.
