It cannot hurt-but my guess is that this is your first year with them (The 
annual ASCLEPIAS) and notice you still have aphids-it's a very common 
condition.

The little bugers can fly and they do.

If you have the time-go ahead and remove the old plants-will this keep you 
from being effected next year? -probably not.
