I've not found this to be the case in my experience here in
Wisconsin. This is not to say that there aren't species and climates
where specific pruning time might be prudent. I know there are some
species that are inclined to "bleed", so that spring pruning might
best be avoided. I note that here in Milwaukee, the city arborists
refrain from pruning elms in the summer. This might have something
to do with the spread of Dutch Elm Disease.
