Barb, I am assuming this is due to winter survival. Purchase own root stock
roses only and try the Buck roses or the Canadian roses. Anything from Sam
Kedem nursery (Minnesota) will work for you. Also the carpet roses are great
too.
I provide protection for these the first year in my garden and then
thereafter I leave unprotected.
