Winter protection for evergreens

A friend had suggested that I use Wilt-Pruf on my Nigra Hollies over the
winter because my site tends to be rather windy and I have had problems
with wind burn in the past few years.  Does anyone have an opinion about
this product?  Could I use it on other evergreen perennials like Vinca
Minor?
