Dear Lisa,
It is best not to cut things back too soon or even in the case of some
plants, such as penstemons, and plants with open, stems that hollow out
because the water fills them up and damages the crowns, makes them more
succeptable to frost and winter damage. Besides, the skeletal remains stand
as ornaments in the garden giving shape and form, and a shape for the wind
and snow to play with. The best time to cut back in my opinion is in late
winter, late Feb. or early March here in western Washington. Good luck, Sue
