Wisteria and Trumpet Vine?

Good Day, Everyone --
I bought a Wisteria 2 years ago and it has grown very little. It is only
about a foot tall. I've been wondering if it would grow faster if I brought
it inside for the winter and grow it under lights. Does it need to go
through a cold period? I bought 3 clematis last fall and kept them in the
basement over the winter and they did real well. Died back and then started
growing again. So thought I could do the same thing with the Wisteria.
How long does it take for Trumpet Vines (Campsis Radicans) to bloom? I have
collected several and none have bloomed yet. Not even the one that was
blooming when I bought it! Very disappointed. Is there anything I can do to
encourage them to bloom (besides threatening and waving a big stick)? I
considered watering them with one of those Super Bloom fertilizers
(10-60-10). Would that help?
