My 2 cents:
I say mulch first, then spread the poppy seeds.  Logic:  you put out a
thick layer of mulch to keep down the weeds, i.e. to keep weed seeds from
sprouting, so if you mulch over poppy seeds, chances are the poppy seeds
will not sprout either.

At least, this is the logic I always use.  I'm curious to read what other
people think as I've wondered about this conundrum myself
