I think you need to plant them on top of the mulch, that's how I do it.
Red poppies would look interesting with 'Stella d'Or' daylilies but here
in Cincinnati they wouldn't bloom together. The poppies usually bloom in
June and the daylilies begin in July. Perhaps your season is more
compressed, being southerly, and they might.
