I think it depends on the size of the bulb you received in the first place.
If tiny, you'll get foliage the first year.  The second year they should do
OK.  I had the same experience.  I wouldn't fertilize now since the bulbs
should be going dormant.  When you replant for next year, mix in some Bulb
Booster or Osmocote for time-release fertilizing.  These things are as
carefree as their gladiolus kin.
